I don't think it matters if you're from East or West...I'm in America and nobody I saw this with knew what it meant either. I DID notice that Frank says something like "a wet team came to my house"...and we all saw what "wet" meant in that regard. Still don't know what that has to do with peaches...
Maybe they explain on a director's commentary or something? who knows..

I think it was just meant to show that marvin isn't "all there," "not playing with a full deck," etc...and so his metaphor is a little nutty (fruity), though I suppose it could have meant wet like a peach when it is squashed or mashed to a pulp, similar to a body being riddled with holes, had they succeeded in taking him out. sorry for the graphic mental image :)
