At about 1:25 in, at the VP fundraiser dance, they showed in the background a US flag with 9 stripes and 32 stars.

Any notions why?

Hope this is late enough :P The scene was shot in CANADA. They probably stitched something together in wardrobe or something.

Lack of quality control. That's why all Walmart US flags are made in China.
