Why did they need a "blessing" for the pedestrian gate?
Since the blessing was just for the new gate, presumably the fence was already there, and the land was already part of the base.
And the Air Force had a ready supply of mountains (in Oahu, a small and very densely populated island) that they could dole out as negotiating tool, just so they could build a gate that would make it easier for a few servicemen to walk to work?
I only ask because this seems like a lot of effort went into this very odd plot line---a lot of simpler scenarios would have made more sense, e.g. a blessing for a new access road/path or a blessing for annexing additional land into the base.
