Why did they make Ted this gigantic ladies' man?

It almost seemed egotistical on the part of Jay Harrington the degree to which women were swooning all over him. It seemed like every woman in the office was massively attracted to him as if he was the most handsome man he'd ever seen.

Personally, I thought Harrington was the weak link of thee show

That's part of the point of the character. The company sees him as their 'golden boy' too. It's possible we'd have seen some background and eventually resolution if the show had a few more seasons.
