Who shot the Secretary?

He's in the car talking to Ethan and Brandt, and someone shoots him. Who? Not the driver, who kept driving. We just rewatched this the other night in prep for Rogue Nation, and this has been bugging me ever since. Just some random henchman? If so, why not blow up the whole car? I mean, yes, because of plot, but thinking like the villain, what's the point in killing the secretary but possibly leaving Ethan and Brandt and the driver to live and pursue him?

The Russian agents did. It was meant as retribution for blowing up the Kremlin (which the Russians blamed on the IMF). The car had blinded windows, the agents may have known that the IMF Secretary was in there but probably didn't know who they had successfully hit and who was still alive. Also note that they followed the car while shooting in order to make sure everybody was dead (until their leader, who was much less vindictive than his team, ordered them to stop shooting).

Blowing up the car would have taken a grenade launcher of some sorts, which I suppose is much heavier and inconvenient to carry around than assault rifles. The Russian team had to be fast on the move on foot in order to keep track of the car or any potential escaping survivors, and shoot swiftly at any moving targets; that's probably why they brought assault rifles rather than a heavy grenade launcher.
