Starks was going to drive the race car in Monaco? Tony S's decision to join attend the race was a spontaneous decision (his thoughts in the bathroom before the race and the original driver being pissed for having to give him the car). Then how had Ivan planned his attack?! As far as he could know, Tony Starks would have been unreachable in VIP sections!

Once Stark put himself in the race, maybe Ivan changed his tactics a little bit.
It seemed really easy for him to just enter the track and happen to hit Ironman's car (knowing he was in that vehicle while @ ~100 mph) and not getting shot at or intervened by the police at all!
shareWatch that scene again. He attacked several cars before he got to IM. The police were distracted by the other cars Ivan had made crash and explode. He created a diversion in his attempt to get to Tony. Ivan knew it was Tony in the car because like Hammer he probably saw Tony on the monitor parading in front of the crowd and signing autographs before he even entered the car.
