2. The rest: At the heart of this post is Stark. A character, yes, but also the focus of this movie series. Stark is an inventor, he's narcissistic, and he's an alcoholic. Those personality traits combine to make it very difficult for him to give away his latest toy and go back behind the scenes. He's not a business man, he's an artist. If he was a businessman, he wouldn't have stopped manufacturing his bread and butter (weapons) in the first movie.
It wasn't meant to stop wars, it was just a just in case thing, mainly to stop international terrorism at first, and later on to stop alien attacks.

It was the threat of him appearing. Not that he actually went out and kicked everyone's butt. No one knew when he'd appear.

It has more to do with him taking matters into his own hands. A government might hesitate to send troops into a situation due to the politics behind it but Iron Man does not work for the government, he goes where and does what he wants. It's not that he's a better weapon than anything else out there, it's that he's a very powerful weapon that only requires one man to decide to use it rather than a whole committee.
The only dumb concept was how much he fought to prevent the suit from falling into government hands...
Then 'Rhoadie' makes off with one suit, which Rhoades dutifully hands over to his superiors, yet is baffled that they want to hand it over to Stark's main rival Justin Hammer; but its all cool in the end since Hammer will be weaponizing it for Rhoades' benefit;
Then!, near the end of the pic, 'Rhoadie' just runs off with the suit again & Stark can't be bothered to stop him.
I guess he kinda figured that there being another guy in another of his suits would afford him a few nights off from superhero work. Still, given how easily secrets are pilfered from government computer records, so much for his figuring that the safest place for his tech is solely within his own hands and not the government's!

Do you remember in the first IM when Rhodes say "next time baby?" That suit was made for Rhodes and Rhodes had access to his suits; why you may ask. If you remember correctly, Stark thought he was going to die because the very same thing that made him IM was killing him. He wanted Rhodes to be able to take over as Iron Man after he died, that's why Rhodes had access to that suit. Think back again to the first film. Stark tried to bring Rhodey in on it then but Rhodey thought Tony was having some kind of mental breakdown and refused him by telling him to go get his head straight.
He was Stark's best friend and he even had the code to Stark's machine room along with Pepper. The only two people he actually cared about.
