What do you mean?
This is the first time Howard Stark was played in the MCU.

He was played by Gerard Sanders in the first Iron Man movie in 2008.

Howard Stark was not in IM1, was he? Just a photo of him.
And the guy who did him in IM2, Draper or whatever his name is, did a great job. You don't hear me complain.

Sort of like saying why they changed actors on Thanos. Sanders was just a place holder, hardly had any impact on the first film. Besides with the success of Mad Men I can see why they chose John Slattery, he has that old America charm to him.
