We didnt know how far the rabbit hole actually went at this point in the mcu. But now we know especially after winter soldier movie. so from now on all these little hints and such from these movies we should know probably gonna mean something in the future films. We shouldn't be caught off guard anymore.

Storyline-wise, it makes perfect sense. The Stark tech would've ended up with HYDRA if Senator Stern succeeded in confiscating it. Too bad they didn't get the chance with Rhodey because his War Machine suit is wired to his DNA.

I doubt Stern's HYDRA affiliation was planned that far in advance. It's only recently that Kevin Feige and the rest of the high-ups at the MCU have started to be more careful about laying the seeds for future movies/TV spin-offs. I suspect it was just a great opportunity to bring back Garry Shandling and a familiar character.

But in retrospect it does make perfect sense for Senator Stern to be doing his most to get the Stark technology under government, and thus HYDRA, control rather than in the hands of an independent/a loose cannon, like Tony.

It does take on a whole different significance when you go back and watch Iron Man 2 after watching Captain America 2. At the time, the request is reasonable-- Tony Stark has technology that could be very dangerous if it fell into the wrong hands.

But we come to find out that's exactly what would have happened had Stern succeeded.
