Why does Donovan (the school bully) sound "Black"?

Is he mixed race?

Donovan may be a city kid from brixton who moved out to where they are, and he's got a stranglehold on being the tough psycho since he came from the hard streets. That's a Brixton accent he's got innit? Kinda British cockney with a Jamaican twang? I believe there are white kids who live in Brixton, they get the accent hanging around their friends.
