There's no hard evidence that he is, and he outright denies it. Of course, he could be in the closet, but he appears to just be a middle-aged somewhat effeminate divorcee.

I assumed he was just from the scene where he and the repair guy found the boys at the house in Bunk Off. One of them makes some comment about getting caught.
