It wasn't done as a documentary style but the movie made us believe it had really happened. And some people still believe it to this day. So PAHR was probably the first AND the most successful in the genre of "real" stories.

I don't think PAHR was really the first. Even Plan 9 claimed to be real, although it was so bad no one believed it. I'm sure a movie buff could dig up some others.

And of course, long before these, there was the bizarre genre of "Cautionary Movies", like Reefer Madness and Mom and Dad, which were all presented as true stories at the time.
