Mother said something along the lines that the police knew Do-Joon wasn't the killer and they'd be releasing him in a few days. The old guy then realized his testimony would be needed to keep Do-Joon imprisoned.

i saw this film in translation so i dont know about the original but he said something along the lines of ... that he hadnt told anyone about it because the right guy had been arrested for the crime ... but that after having told the woman about what he had seen he felt he should go and report it anyway

the homeless guy didn't testify to begin with because he knew that the cops captured the real murderer. so why testify?

It made perfect sense. He never forgot anything. He wasn't planning to get involved because he knew they had caught the killer and he didn't see the point of coming forward. When he found out that the killer was supposedly going to be released, he decided he'd have to do so. Nothing remotely strange about that.

The homeless guy was sleeping with the girl. That is why he was waiting for her at the abandoned house for her.
He was getting ready to pay her with rice and made the bed when he saw what happened.
Of course, he is not going to tell police that "I was waiting for the girl to sleep with while I saw whole incidence."
