Confusing Reality pertaining to Walter

The reality depicted within this movie is a little confusing:

Jason Segel is roommates with Walter who's dream it is to JOIN the Muppets but is NOT a Muppet himself....even though he is made of felt and is a puppet/muppet-like character.

Haven't we always assumed any Muppet-like felt-covered character within the Muppet universe is by default, simply a Muppet?

So what this movie is saying is that humans and puppet-characters just co-exist kind of like Who Framed Roger Rabbit with cartoons and humans or Greg the Bunny with puppets and humans?

It doesn't make a lot of sense, no. It's basically result of original plot/script where Walter is actually referred to as a puppet wanting to become a muppet, and a result of being the Jason Segel surrogate in the movie. Don't think too hard about it.

What do you expect? it's the muppets, they don't always need to make sense

All Muppets are Puppets but not all Puppets are Muppets.

I assumed that being a Muppet meant being part of THE MUPPET SHOW (in the universe of this movie, it's the same show that we saw in real life). However, that wouldn't explain why STATLER & WALDORF aren't part of them.
