the segment where CBJ is getting ready for his Quinceanera, my question is hasn't that always been for 15 year old Hispanic girls or is it just us as a way to imply CBJ might gay or just clueless to rules of Quiceaneras?

He is supposedly gay. it is alluded to in many episodes.

He's not gay. He was in love with several girls/women, including Rosie Perez's niece, a lesbian who thought he was a girl, and his stepmother. And he was balls-deep in love with his stepsister.
