Some assembly required!

OK, I have seen this 3 times now (not back to back, during 3 years) and I still am wondering who the heck are all those obscure guys who have power over life and death. Kitch, Norton (he seems to be the less obscure but still not clear), Boutsikaris and the rest of them. Who/what are they? In the end credits, it mentions Kitch and Norton and retired high ranking officers (admiral and colonel, iirc, respectively) but what is their current function when the movie events play out? For example, why is Ezra Kramer, the Director of the CIA, so "afraid" (maybe "reluctant" would be a better word?) to contact Byer?

Any insight?

Cute and cuddly boyz!!

Norton's character seemed to be a black ops, in the shadows 'problem handler'. He made certain that when the government was about to get caught doing things they shouldn't be involved in to begin with, it was taken care of before it was exposed to public eyes. An example would be his decision to kill all those people and that was that. He had the final word. That General argued against it but to no avail. You probably didn't want to attract his attention, hence a reluctance to deal with him. You never knew, if he took a deep look at you, you might be next. I'd say that while he had some minor obscure logistics title for the public, he was much more.
