Is she better off dead or taking her pills everyday and living a high life fully funtional?
As bad as it sounds she is a person who can fully function in society with her addiction. The only thing that brought her down was everyone forcing her to do the right thing.

Even if that were true, Jackie couldn't afford her pill habit without resorting to crime, or giving men access to her body, so it's not like she could really afford it (?)
While, superficially, she was a functioning addict that was hurting no one, but in reality, addiction affects everyone in that person's life. I've seen multiple posts now of "why didn't people just leave her alone." Well, it's because she wasn't affecting only herself.
Anecdotal, but hang with me: my friend's dad is a "functioning alcoholic." They tried sending him to rehab, but that only made him suicidal. So, they just "let him be" so to speak. While he's not suicidal, he's destroying his health, mentally and physically. This is painful for my friend, her brother, and mother to watch. But their hands are tied, if they want him in their lives. It's really, a lose-lose situation. I think that can be applied to Jackie's life too.
Jackie was able to function but her health surely would suffer like you said. She killed herself quickly rather than going slowly over the years, perhaps.

When she was high in the last season she nearly killed a diabetic woman with a huge overdose of insulin. Then she tried to cover her own ass by blaming it on Dr. Roman. That's not "completely functioning".
