I am assuming you are referring to the pants that walk around without a wearer, and play music when you near them.
That is an artifact that you collect in the return to the Sedgewick Hotel mission. You may have noticed that all artifacts that you collect end up at the firehouse. It just so happens that these pants walk around and are very entertaining.
