Why do the apes speak like retards?

it made sense in the previous triology, as they had to learn how to speak, but now, this is set many generations later. the apes grew up with english as their native language, yet they still speak slow broken english like it's a foreign language to them.

It takes apes longer than humans to learn to speak English as a fluent language. In the original, the apes did speak perfect English and that movie was set 2000 years in the future. I believe it takes about 500 years for English to be spoken fluently by apes
