It seems like it's a power source, a mechanical enabler, but also transforms DNA in some strange way.
It's definitely not a power source.
It seems to be something that we'd call nanotechnology - since the prawn weapons and vehicles would only work for prawns, of course those devices would need to have a way of confirming that a prawn was using it.
The weapons and other small devices contained small amounts to be used to "authenticate user is our species" before the device/weapon would activate - this is what Christopher recovers from a smallish container at one point.
The vehicles themselves had those "finger bowls" filled with the goo... seemingly for the same reason.
It's not a hard stretch to consider that a form of nanotechnology meant for the prawn species to have on their skin (that can identify their genome)
may also act as a mutagen if a different species ingested it.
Keep in mind that the researcher tells us during the interview clips that they believe that the leadership caste had died of some disease and that's why they parked above Joburg.
What sort of disease could affect just the leadership caste? Perhaps one transmitted by the goo supply in the "finger bowl" controls.
Maybe Christopher was a baby (of the leadership caste) when the ship landed, so he wasn't using the control panels yet - so he wasn't infected.
So in order to safely operate the shuttle / control cab, it's not a stretch to say that he may need to replace all of the goo for those finger bowls and the hoses filling it back up.
Since he couldn't get to the ship to grab a jug from some storeroom, he needed to gather a little bit at a time from what he could scavenge - the control modules of the prawn devices.
The goo isn't fuel... it's blinker fluid - literally. :D
