The US does not own or sequester anything. It is merely the host country and as such provides certain services and accommodations.

shareI think in the beginning it was supposed to be the US government but they changed it later in order to get into some new story lines. They call it America's Attic or something similar in the pilot. The concept is from the end of Raiders of the Lost Ark and the government hiding away the Ark in the giant warehouse.
