Leonid Vasilev's men shoot the French tow-truck cop in cold blood to get the GPS. Tarconi knows. But at the end of the film it looks as if it's unlikely an international incident will occur.
On top of this I'm not sure how the henchmen planned to "rescue" Valentina by shooting lots of automatic weapons at the car in which she was a passenger. I assume they were trying to "rescue" her from Frank.
