So what was the deal with him? Why did he come into the office at one point and then loiter across the street staring at the office. Then later at the restaurant? Was this 100% for issues with Joel Wachs?

When Alana confronts him with questions as to why he is loitering across the street, he eventually says "Careful. I might have some questions for YOU."
Alana looks confused, then worried. But Brian confronts him (in an ode to Taxi Driver -- Albert Brooks and Cybill Shepard.)
We later learn that Joel Wachs is a closeted gay -- in a year when politicans couldn't be allowed to come out. They would lose their elections (they feared.)
# 12's job is to follow Wachs until he can find him in a gay relationship or situation -- and when Wachs sees him at the restaurant, Wachs summons Alana to provide "cover" -- she will be Wach's boyfriend's "date."
Its all very sad -- for Wachs, for Wachs' boyfriend, and for Alana when she realizes the truth about her political "crush."
But it is not THAT sad for Alana....this is the "last straw" that makes her realize that Gary is the man...er, boy...for her.
