How do movies like this even get made?

This is a truely terrible film. How do movies like this get made? Is it a tax write-off? Most of it was shot here in New Mexico, and I know some locals who worked on it. I know they shot it in 2008, and sat on it for 2 years, then straight to video. Our ex-governor had a policy of literally paying film makers to shoot movies here. All the actors in this film are officially "has-beens" after this. I had to watch it because I was so curious about all the sets and folks I know having worked on it. But I would raather have a root canal than sit through it again.

Someone in hollywood must have black-mailed someone else to greenlight a POS script like this. Its really sad. Why couldn't they have taken the budget for this and donated it to Haiti relief?
