And they never show the mom. Absentee parents are a running motif in the franchise, referenced but rarely seen
I’m guessing Sam’s mom is something they could explore in a sequel, like maybe she could be the killer in the next one going after Sidney for stealing her boyfriend 30 years ago.

Sam's mom would have known because everyone knew they were together.
It would not have been the other way around because then we would know of a baby.
They don’t really explain other than Billy is Sam’s dad and that Sam’s mom became pregnant when she was in high school and married another guy who she led to believe was the real father until Sam found out the truth at the age of 13. So Sam would have been born about 1996/1997, making her about 24 or 25 in this new film.
