I think i've seen it all when Hollywood tries to make the russians look like the good guys saving the world while the americans are the bad guys. And i'm not even really conservative and i saw the propaganda.

The ending is open to interpretation (deliberately so).

But my interpretation was that the Russians had developed their own Echelon. It might not have been quite as fancy pants as the US one, but now the US one is offline, the Russian one is unrivalled.

And the Russian one might not have the morality to destroy itself when the crunch point comes.
