I don't think that the subject of the text was the issue, or even mattered at all. Given that the main action was initiated by text messages throughout the film, I think it was just a small reminder to the Russians that they would have to be extra vigilant in the future, since they'd never know but what the next message would or could be a resurgence of Echelon, or whatever came after Echelon.You never know what we pesky Americans would be up to next, y'know...

I thought it meant that the Russians have their own Echelon.
But it could have meant other things. Eg that Echelon never really became conscious and went rogue. Maybe it was all a con by the Russians to persuade the Americans to destroy Echelon.
The third possibility is that the US Echelon is still "alive", and has now turned its attention to Yuri.
