10% tax akin to number of men recruited
I just realized the rate of men either enlisted or drafted for the South/confederacy is estimated around 10% (slightly higher than the opposition's) and not accounting for greater disparities with numbers of soldiers conscripted and qualifying for exemption. That makes sense then for officers to commandeer goods around 10% as tax for their troop's needs, those who represented all serving the war effort in the army.
Raiding the last of a farmer's corn does seem excessive and/or desperate as if they were thinking the war was only going to last under a year for the need to regrow crops, or the slaves could be relied on instead, I don't know the full context. It seemed like many negative events were concentrated in this area of struggle and this was given as the circumstances for this renegade army to form and gather strength.
