i think he was freaked out that he'd threatened the other guy's kids, along w/ what had happened to his son.
his character wasn't, imo, totally developed. he was two-faced to the world, there was the grievance w/ the hep a from the shot caller which contributed to him losing his family, but it didnt totally hang together.
that said, the writers' depiction that he had some internal conflict was an attempt, at least, to add some depth. nutty mean as he was, there was yet some conscience left within. it is hard to fathom that people who do great evil, are yet capable of good beyond simple utility, but that seems to be the case sometimes.
he was living in an us/them world, like the ss einsatzguppen/ustase/iron guard, racists, israeli settlers, company C at My Lai, you name it. it is evidently an easy pitfall for humanity..
