Why wasn't Leonard taken for observation when he tried to down himself?

Wondering why when Leonard tries to commit suicide by drowning in the opening scene he wasn't taken to a psych hospital or psych ward? I know in real life that was what would of happened. The scene wasn't realistic to me.

There was no one there with the authority to do so.
Also, people don't know how to react to the situation. He says he fell. A boy says he jumped. No other witness. He's alive, walking and talking. That's enough for most people.

With due respect I think if the police were there they would of questioned Leonard. "Noone there with authority to do so" I just thought it was peculiar. I am grateful for your reply. I know a woman who did what he did and she was sent in for observation immediately no questions asked. BTW it wasn't me in case you were wondering. Not presuming you were.
