This is somewhat of a remake of "Bad Lieutenant" w/Harvey Keitel from 1992, only this one is a bit comical and the ending is better!

It only has the same title and some plot/character similarities. It was never intended to be a remake. The producers tacked on the "Bad Lieutenant" title on after it was complete. They are completely different in tone, as you said, this one is more of a comedy.

I like the 1992 movie more, but this was still great.
