The scenes were unrealistic (raping someone in public with no witnesses, going to a retirement home and committing acts with no one raising alarms)
Cage's character took sexual advantage of a woman who didn't want to get busted for drugs, but it was hardly rape. Also, his character was the type who evidently didn't give much thought to the possibility of getting caught in his corruption. That's pretty realistic, as there are people in authority like that in real life. Additionally, that particular scene appeared to have happened in a nearly deserted industrial area, with little more than a night club in the vicinity.
As for the nursing home scene, he actually was reported for that. It's the reason he was under investigation,
and under threat of losing his badge later in the movie.
There were some scenes that made no sense and didn't fit in the film (too iguanas dancing), a scene with alligator on the side of a highway.
The iguanas on the table (only one of them was an iguana) were hallucinations because he was high as a kite. It is noted in the movie that nobody else in the room can see them… The alligator in the road was real however, and supposedly the cause of a traffic accident under investigation in that scene. Not sure how likely that is though, as alligators are not common within New Orleans city limits. But not impossible.
