In the MCU its all over the place...in civil was he can't pull Cap(who has no super powers) off his feet then 10 seconds later hes holding a 50 ton truck over his head.

No he does not....if he has anything, He is the highest peak human. ...ask Stan Lee. Cap has done nothing that other action stars like Arnold hasn't done. After all it is a hollywood action movie.

He's not supposed to. He is supposed to be the highest peak human potential. In MCU they have established that the Super Soldier Formula does indeed grant super strength.
