Was this movie dubbed from another language?

I'm watching this on the Hallmark channel, and the lines aren't syncing up with the mouth movement! It's really dreadful. Either the sound and visuals aren't synced correctly, or the movie has been redubbed, and very poorly at that. It's driving me nuts!

Yes the movie was filmed in Romania at variuos castles and the most important is Castle Peles but it's in English not dubbed from another language I have not seen it yet so I don't know about that problem. It's uploaded on youtube maybe I will watch it there in June lol.
