It didn't infect everyone quickly. It took a while for the cop and the fireman to turn as well as the little girl. I think it depends on how much of the infected's saliva gets into the victim's bloodstream to determine how quickly they'll turn.

actually, it did infect them quickly. For rabies that is. It takes days for symptoms to appear. It took most of the characters in the movie a matter of an hour to minutes.
My guess is that the guy who created the virus, made it a strain that adapts very quickly. Remember, the rabies started in the guy many months ago and the whole apartment was a petri dish for it to become a very potent virus. Old people and children are the best targets for diseases.
