I was confused as to how Kevin was able to just take the shock collar off after he got outside? If it came off so easily, why didn’t he just take it off before going down the stairs? Or even prior to that, when Bobby found him in the room?!

He cut it off with pruning shears that weren't available to him where he was chained up.
