So I'm a bit confused - if the missing "boy blue" had died falling through ice a couple of years prior, why did the neighbor say "he's a beautiful boy" (or something like that) when she was talking to Rose? Not "he was a beautiful boy"?

Well, when you consider that the mother wrote the note a day or two *after the boy's death in the ice,* a mother would do that, wouldn't she? Her child would still be alive to her. I did notice that point myself...
