Why is this not on IMDb's top 250?

It's currently an 8.9 with 38,000 votes. That's enough to make it top 10.

For some reason some foreign movies can’t be in the top 250. Maybe because people from the countries the movies are from are known to give a bunch of fake 10/10 ratings or something.

I've seen the movie and it's a legitimate film. Not worthy of an 8.9 but a good film.
