Did this really deserve to win Razzie for Worst Picture?

In a year that also saw the releases' of X-Men Origins: Wolverine, Dragonball Evolution, Paul Blart: Mall Cop, Year One (not a single nomination, really??) AND Jennifer's Body, I'd say a resounding NO!

Yes, it DID deserve it, and specially for two characters who were the most annoying ever, Shia Lebouf and that idiot school kid who kept whining and wanting to be with Witwicky..

It's one of the few times the Razzie's got it right. People like to pretend this film isn't all that bad...but it is. It absolutely is, and it's only gotten worse over the years. It's bad on a historic level.

I take it you haven't seen any of the other movies I mentioned then? They literally make ROTF look Oscar-worthy in comparison.

The best example being X-Men Origins: Wolverine, giving that it's also a big-budget action blockbuster from a bankable franchise.
Trite, boring origin story with sloppily filmed action sequences and hideous special effects (at least ROTF didn't have bad CGI) - and all for a budget of 150 million? It was so bad that it fell well below expectations at the box office, dismissed by fans, and all future X-Men movies ignored it entirely.

If anything, that movie should've swept most of the Razzies that year.

ABSOLUTLY yes. The pyramid scene with the robot balls shows how someone had a super funny idea, but because of the screenwriter strike no one could make a good script, so they just continued with that. The movie is just bad, especially for the budget etc. Transformers 2 is the worst in the series, this means quite a lot in such a series.
X-Men Origins: Wolverine is also not good, but not a trainwreck, beside the finale with "Deadpool".
Paul Blart: Mall Cop is actually not as bad as many people make it, imo one of the better Kevin James movies.
Year One - ok, but I think most people just totally forgot about the movie, as it was just so forgetful.
Jennifer's Body - Was imo just a disappointing considering its potential.
Dragonball Evolution - also just forgetful, only a crime if you are a Dragonball fan.
