Why do some people turn into monsters, and others don't?

I got the movie pretty good. i think more or less i understood it, but this is the only thing that kept me thinking. Why are some people transformed into these monsters, and why are some people (like the diner patrons) not monsters? is it just totally random, or does the person have to be evil, or have some sort of evil intent in them. I noticed one of the cops seem to me a bit crazy. like after so many years of seeing the things he has, that he's just losing it, while the cop that didnt transform stayed normal. Let me know what you guys think. i would like to read your comments.

At one point Gabriel says something about 'the weak will turn against the strong', so I assumed that it meant that those with weak will would be possessed and thus harnessed to obliterate the people with strong will. Hope this helps :-)
