Turned away from the dog shelter?
Really? And in that irritated manner Hachi was turned away by the animal shelter worker?

shareThey were full and if he's left unclaimed for more than two weeks, they will put him down. So the professor took him in.
shareThe animal shelter guy didn't want to see the dog put down when it had a chance at a home with the professor. He was being compassionate.
shareI think it was the city pound, which is most times much different than humane, no-kill animal shelters. Some city pounds exist to take strays off the streets, not for the benefit of the stray, but for the benefit of the people who live in that area.
Unfortunately, most no-kill, non-profit animal shelters stay filled up all the time. Our local human society is constantly at full capacity and exist only due to those who donate their time, money, etc. This is why we should always spay/nueter our pets and adopt from humane shelters or city pounds.
(BTW if anyone is ever looking for a specific breed, there are several non-profit shelters across the states which rescue specific breeds from puppy mills. Just google the type of breed you are looking for and add rescue shelter.)

The no-kill shelters are filled precisely because they are no-kill.
