With the exception of late 90's flip phones it seems to be mid 70's.

I'm thinking late 90s since there was a 70s revival of sorts: https://en.wikipedia.org/wiki/1990s_in_fashion#1970s_revival

Well, the entire city of Austin wouldn't dress in a retro fashion, plus everything (but the phones ) is mid 70's . The cars, the music, even the billboards with the DJ is mid-70's.

In that case, they should have ditched the flip phones in favour of pagers.

Plus the retro 70's fashions described in the wiki article are not what is worn in the film. This is obviously the 70's with 90's phones for plot convenience.
