From my recollections of the 70s, this was a fairly common occurence in the rock and roll culture of the times. Especially with touring male bands, it was "traditional" to sample some of the groupies that were always enamored of such bands. And a lot of these girls were underage.
I'm not sure what to say about it, other than that it didn't seem to be perceived as being quite as "shocking" back then as it is today. Maybe not surprisingly, since that was closer in time to days when women used to marry off at age 14. Jerry Lee Lewis married a 13 year old cousin (although there was some flap over that), and Elvis brought Priscilla to live with him at age 14 (although there was supposedly no hanky panky). My niece got married at age 15 in the 70s - she had gotten pregnant, but the couple is still married today.
