This was one of Penn's best performance, if not the best.
He was way better in this movie than he was in Mystic River and Dead Man Walking. He was great in those two other movies but you know it's Sean Penn acting.
I didn't see Sean Penn the actor in this movie. I only saw Harvey Milk. Also, this is very different from most of his roles.
