Who is Jim Garcia?

In the scene where Brian and Dom are talking to Ramon Campos in the club, Ramon mentions that Brian just got out of jail. Dom asks him if he knew a guy named Jim Garcia. I assume that line/name wasn't thrown in there for the hell of it, so I was wondering who this Jim Garcia guy was. A minor character from a previous movie? Someone from another Vin Diesel movie? I've always wondered who this guy was, lol.

I tried searching but nothing came up. The closest thing to it that came up was the quote itself. Must be someone very unimportant.
