What do you guys think was the significance of the final scene?

To show that even after prison the wolf is still fleecing his audience — and the people in the crowd are the audience — which means you, dear viewer.

It was heavy-handed and therefore on par with the rest of the movie.

Probably more than one thing, but one that struck me was that even those these guys did terrible things, they were not entirely stupid. They had to have some talent and smarts to pull off what they did. They knew how to create the urgency to sell product.
