who set up gillian to be arrested for murder?

I thought the investigation was implied to have started from Rodger's friends that went to the cops after they hadn't seen him again. Weren't there hints like the double date where the other couple said they were from indiana, and then the scene in the diner after she shoots up.

Oh wait, I just remembered it was Leander Whitlock who triggered the investigation. He was tired of having to deal with her

The parents of Rodger hired him to prove their son was murdered. They knew he wasn't a drug addict and had to get evidence to put Gillian away
