Question about scene when Victoria cries

During the dinner, the Duke says to Queen Victoria that she will miss Melbourne because he will be out of power soon. She didn't realize he was losing the vote. The next scene shows her crying in her room. Was she crying because she realized Melbourne was just using her for his popularity? Or was she crying simply because he would not be Prime Minister for much longer?

"Time flies when you're having... to fix the water heater."

I think it's the second reason.
As much as we see in this movie she never gets angry with him or we reacting in a different way with him than she did at the Begining.

As I've said I'm not a big fan of him(Melbourne) but he never lost the love of his queen and I most admit he wasn't a bad person.

I think with Melbourne gone, her isolation would be too much to bear. `we must wait for the disillusion and the loneliness that follows `, said the baron to Leopold once. There is another scene following when her mother writes her a letter and she has the same reaction. `Sometimes I do feel quite alone in the world ` she told Melbourne to which he responds `Never while I'm here `

If Melbourne left then everyone would have to. Just like parliament her ladies in waiting were all there out of politics. If he left then all of the ladies an all of te company she held would have to leave too.

Right after all of her stress :/
