I thought this was creepier than most PG-13 'horrors'.
Movies like The Messengers, Dark Water, The Grudge, One Missed Call, The Fog, whatever that movie is with the winged creatures and the light tower? and many others. It may not have been very well made, I thought the script was rather poor (the gun/piano scene was downright stupid, for instance), but in terms of the actual "creepy factor", I thought it was very effective. Dark Water wasn't a bad movie, neither was The Grudge (the first time through it anyway), but they just weren't scary. Others... they were just stupid.
In terms of PG-13 "creepy", I think this was the best I've seen since The Ring. And, I try to watch a lot. I find PG-13 horror/thrillers to be like wading through the $*)@ of a rino that swallowed a diamond. In the heaping mess, you know there is at least one worthy, shiny, prize.
