I feel like he's reminiscent of Wormtongue from Lord of the Rings, the kind of character who thrives off chaos they create by whispering lies and sowing discord.

Exactly right. Stoking the flame in areas where the one he is serving, will pick up and run with it, putting all the blame and consequence on that person and not Littlefinger himself.

Only he's a lot smarter than Wormtongue, but then Old Wormie was dealing with very unsophisticated people and had a wizard helping him.

He didn't have to be smart, while Little finger has to deal with the sort of politicians and accountants who could be big cheeses in today's world.
